Child health information service: how LGSS delivered comprehensive data records to healthcare specialists across Northamptonshire county

Historically, children’s healthcare services were commissioned by two different providers in Northamptonshire. This led to an artificial split of data between SystmOne in the North and another system in the South. The majority of Northamptonshire GPs and community services used SystmOne, which meant they had a good view of the record in the North but no visibility of the South.

NHS England wanted to integrate the two historical datasets onto a single platform, SystmOne, so that child patient records could be accessed by healthcare professionals across Northamptonshire county.

Challenge

NHS England required a smooth transition of services, needing a migration of circa 130,000 child patient records and 40,000 additional records (for children under six) before launch on 1st April 2017. There were a number of challenges, including:

  • data quality and cleansing work
  • elimination of clinical risk associated with the transition of data
  • seamless transition with no service ‘downtime’
  • ensuring vital information, such as immunisations and vaccinations, was accurately migrated
  • a cost effective solution

Solution

The transfer and transformation of data was a complex project. Experts from system suppliers recommended costly solutions and timescales which didn’t align with NHS’ deadlines.

For this reason LGSS Health and Care was asked to provide a creative and innovative solution. After analysis, LGSS Health and Care proposed a commercial integration product to undertake the data migrations. A project plan was drawn up and LGSS Heath and Care assembled a team of internal experts to execute it.

The LGSS Health and Care project team included:

  • development specialists (to provide coding and database expertise)
  • clinical change specialists (to advise on clinical safety and sign-off processes)
  • workstream leads (to manage the project and liaise with the service lead)
  • facilitators and product specialists (to undertake data checking, post migration)

The project team established data transformation rules and sign-offs with a number of service leads. A control database was implemented to provide a record of the data received for migration (this was available during the interim period while data was being migrated). Data was checked regularly and issues were reported to relevant NHS colleagues for resolution, prior to migration.

The data migration was delivered over nine months, two months ahead of schedule and at a significantly cheaper cost than those quoted by commercial partners. LGSS Health and Care worked in an agile way with all partners, increasing flexibility to make sure the project was a success and that all deadlines and milestones were met.

Results

Northamptonshire now has a comprehensive single child record ranging from birth to 19. GPs have increased visibility of the child’s entire record and there is now improved data sharing between healthcare professionals and safeguarding/Looked After Children (LAC) teams.
